The Pedestrian and Bicycle Committee represents and promotes the needs of pedestrians, bicyclists and other forms of non-motorized (human-powered) travel in the planning, design, construction, operation and maintenance of transportation infrastructure. The Committee seeks to promote the development of comprehensive transportation infrastructure that is inclusive of all modes of travel; serve as a crosscutting resource between other organizations and agencies on pedestrian and bicycle matters; and educate ITE membership, agencies, organizations and policymakers on the needs of the pedestrian and bicycle communities.
The Committee develops articles of topical interest and sponsors sessions at events such as the ITE International Annual Meeting and Exhibition. Ongoing subcommittee efforts focus on at-grade rail transit on urban streets, transit-oriented development and associated parking requirements, and the integration of transit considerations into site transportation impact assessments and studies.
The Complete Street Council’s annual Action Plan guides the Committee’s development of technical resources, educational content, and industry collaboration. Published resources are available below, with additional projects added as they are completed.

Jessie Holzer Carpenter is the Transportation Manager for the City of Beverly Hills, California. She oversees the City's transportation planning and traffic engineering programs, including multimodal street design, streetscape planning, transit access, traffic safety, and traffic operations. Jessie earned double master's degrees from Cal Poly, San Luis Obispo in City and Regional Planning and Engineering, and brings almost two decades of experience in the field.

Thomas Isola, P.E., PTOE is a Project Engineer at Street Plans with 12 years of experience in traffic engineering, traffic safety, and active transportation design. He has delivered traffic simulation modeling, crash analysis, and engineering plans for a diverse portfolio of municipalities and transportation agencies. Thomas brings this deep technical expertise, along with a passion for solving complex transportation problems and advancing active transportation, to all of his work.

Matt Bennett started is involvement with ITE by getting involved in organising an SLS in 2018. From there, Matt became involved in his local section first as the initial president of the sections Young ITE, then in his current role as the co-president of the ITE-ANZ section. Matt has also expanded his ITE involvement into the wider ITE community, participating in various committees and travelling across the pacific a couple of times to attend the Annual Meeting. Matt has professional experience in both the private and public sector, working primarily in the road safety space.
