The Complete Streets Council (CSC) advances multimodal transportation by bringing together professionals who plan, design, operate, and maintain streets that safely and equitably serve all users.
The CSC represents and promotes the needs of pedestrians, bicyclists, transit users, freight operators, drivers, and other travelers in the planning, design, construction, operation and maintenance of complete, multi-modal transportation systems. The council works to position ITE as the go-to resource on multi-modal transportation for its members and as an active partner with other organizations and agencies in this field. As a cross-cutting technical council, the CSC coordinates and showcases ongoing initiatives and evaluates internal and external technical, policy, and institutional opportunities for ITE to become a leader in complete streets.
The Complete Street Council’s annual Action Plan guides the development of technical resources, educational content, and industry collaboration. Published resources are available below, with additional projects added as they are completed.

Attend a committee or council meeting to learn about current projects and meet other volunteers; most groups meet 4–6 times per year. Meetings are open to all members.

Collaborate | 1-3 hours per month
Join a council or committee and help develop technical resources, webinars, and conference sessions. Council members help identify strategic priorities and coordinate technical initiatives across committees. Committee members develop publications, webinars, conference sessions, and other resources while helping shape the council's annual work plan.

Natalie Chyba, PE is a Senior Associate and Complete Streets Practice Lead at Fehr & Peers, where she leads active transportation, transit, and multimodal safety projects for cities and agencies across California—from jurisdiction-wide plans to 100% design. She currently chairs the ITE Complete Streets Council and received ITE's 2025 Jeff Lindley Personal and Technical Excellence Award. Natalie is a frequent contributor to the profession's technical dialogue, having authored ITE's national publication on e-bikes in policy, planning, and design (2025) and presented nationally on topics ranging from complete streets in rural communities to transit-centered quick-build projects. She draws on her everyday experience as a walker, biker, and bus rider in Los Angeles to bring practical, human-centered thinking to her work.

Adam Smith is the Central District Manager for the City of Philadelphia’s Office of Multimodal Planning. He has over 20 years of experience in the transportation engineering and planning field. In addition to his work with the City, Adam is the vice chair for ITE’s Complete Streets Council and a member of the Signals Technical Committee for the National Committee on Uniform Traffic Control Devices. He is also a steering committee member of the National Complete Streets Coalition. Adam is a proud graduate of the University of Pittsburgh.

Marvin is a Project Engineer in Pennoni’s Transportation Division with seven years of experience in traffic engineering, roadway safety, and multimodal transportation planning. He serves as the Traffic Engineer for Mechanicsburg Borough, PA where he is from, and plays a central role in delivering PennDOT’s Local Technical Assistance Program (LTAP) as the project manager. In addition to serving as the Secretary for the Complete Streets Council, he is the incoming 2nd Vice Chair for LeadershipITE (which he graduated from in 2023), a founder and co-chair of the Safety Committee with the Mid-Colonial District, and a co-chair for the 2025 Mid-Atlantic Section Annual Meeting as well as the recipient of the Section Member of the Year. At both the District and Section levels, he serves as the Technical Program lead for the annual meetings.
