The Road Safety Audit (RSA) Fundamentals Training Course is a two-day, in-person program that blends classroom instruction with hands-on application to give participants practical experience in conducting RSAs. Grounded in FHWA guidelines, the course emphasizes not just understanding RSA principles but applying them in real-world contexts.
On Day 1, participants will learn about the purpose, definitions, and types of RSAs; the eight steps of the U.S. RSA process; the role of RSAs within a Safe System; and considerations for pedestrians, cyclists, and motorcyclists before applying these concepts in a design stage RSA project.
On Day 2, participants will divide into small team groups and take part in an in-service stage RSA, conducting a field visit, developing findings and recommendations, and presenting results as a team. This applied learning approach ensures participants leave with both the knowledge and practical skills to conduct effective RSAs in their own communities.
Individuals who successfully complete this training program will receive an ITE Road Safety Audit Training Program Certificate.
In addition, the Michigan Department of Transportation (MDOT) will accept this course as meeting the consultant requirement for training in place of the completion of the FHWA NHI Road Safety Audit and Road Safety Audit Review course (NHI 380069). This program is targeted towards transportation engineers, planners, safety professionals, consultants, and agency staff involved in project development, design, or safety review.
ITE intends to host this course at select ITE District locations. In addition, ITE offers the opportunity for organizations and companies to request hosting the course at their own facilities. For such arrangements, ITE will provide the instructors and course content, while the hosting organization or company will be responsible for providing the venue and all necessary logistical support.

Course materials will be provided on-site and will include PDFs of presentations, handouts, FHWA RSA reference documents, and other supplemental resources.
Students must bring their own laptop to this course. Several requirements for course completion will take place on the ITE Learning Hub (ITE's Learning Management System), and students will need access to a computer during the course.
The course in its entirety is 15.75 PDH/CM credits. All participants who complete the course will earn an official ITE Road Safety Audit Fundamentals Training Certificate.
ITE is committed to the education of the transportation industry therefore we have begun the ITE Certificate Program. The ITE Certificate Program will consist of training courses that provide certificates of achievement in a specific area and level of knowledge.
