Notice of Intent to Consider for Final Adoption as an ITE Recommended Practice


The final draft version of Guidelines for the Activation, Modification, or Removal of Traffic Control Signals: An ITE Recommended Practice has been approved by Public Agency Council Committee PAC-101-03 and the review panel designated for this recommended practice. ITE intends to adopt this recommended practice as of October 31, 2004, assuming no final appeals are received.

Experience has shown that there is a significant potential for traffic collisions to occur immediately before, during, or shortly after:

  • New traffic control signals are activated;
  • Operations of traffic control signals are modified significantly; or
  • Traffic control signals are removed and replaced with some other form of traffic control.

The guidelines address a variety of topics, including signing, striping and traffic control, that need to be addressed when traffic control signals are first turned on as well as when existing traffic control signals are modified or removed.

The guidelines are based not only upon the existing information found during the initial research but also upon the collective experience of the committee members. The report should not supersede engineering judgment or accepted local practice. It is anticipated that this recommended practice will be updated periodically to refine the procedures based on the experiences of agencies using it.

How To File an Appeal
If you wish to appeal the adoption by ITE of the above-mentioned recommended practice, submit a written appeal to ITE Headquarters, 1099 14th St., NW, Suite 300 West, Washington, DC 20005-3438 USA, Attn: Lisa Fontana Tierney, by the close of business on October 31, 2004.

The written appeal shall state the nature of the objection(s), including any adverse effects, the step(s) of the ITE procedures or the section(s) of the recommended practice that are at issue and the specific remedial action(s) that would satisfy the appellant's concerns. Any previous efforts to resolve the objection(s) and the outcome of each shall also be noted.
