ETO Training Philosophy & Purpose
• WisDOT's training philosophy conforms to the Homeland Security Exercise and Evaluation Program (HSEEP), which is an all hazards capabilities-based approach to training
• The purpose of the Emergency Response Training program is to provide the department with a means of attaining, practicing, validating and improving emergency response capabilities

Multi-Year Training Plan
• The multi-year training plan is the tool that WisDOT will use to implement the training program
• It is a living document that will be updated and refined annually by the WisDOT Training and Exercise Officers
• Provides a roadmap for the agency to follow while working toward accomplishing the Homeland Security Strategy Priorities, applicable to the department's mission, and WisDOT's emergency response goals
