Transportation Strategy
INITIAL
■ Distribute buses to remote parking lots with shuttle bus system or close-in lots where patrons walk or shuttle to Inaugural activities
■ Close major roadways (SE/SW Freeway, Potomac Freeway), and dedicate to bus parking
■ Use portion of Metrorail station parking (at least 600 buses—e.g., Greenbelt and Vienna)
■ Provide bus-only access on major river crossings (14th St. Bridge, 11th Street, Roosevelt Bridges)
■ Require all buses attending event to register and be accounted for through Bus.dc.gov
FINAL
■ Park all tour buses in the District
■ Keep sufficient spare capacity for "rogue buses".
■ Use SE/SW Freeway for shuttle service route from RFK Stadium
■ Minimize background traffic by defining a no-drive cordon beyond the hard and soft perimeters
Plans modified to address stakeholder concerns

Lessons Learned
■ 5,000 ticket holders unable to get to viewing areas
■ Turn-around points for WMATA, especially in the SW quadrant, was too optimistic
■ Restricted roadways, especially SE/SW freeway had too many "official" vehicles
■ Communication channels (WebEOC, 800 MHz) got clogged during certain time periods
■ Last minute changes to operation plan resulted in increased shuttle loading/unloading time on SE/SW Freeway
■ Communication with law enforcement after the event needs improvement
