Creating a Network of Express Lanes in Metropolitan Areas

This paper presents a concept that combines congestion pricing with active traffic management and dynamic shoulder travel lanes (i.e., hard shoulder running) to create “flexible, efficient, express” or FEE lanes that could be implemented in a short period of time using existing freeway rights-of-way.

Performance-Based Planning: A Practitioner’s View of Transportation Planning in the 21st Century

The discipline has evolved to include a signifi cant focus on the performance of multimodal transportation systems in terms of moving people and goods from origin to destination.
