Network Planning: Developing a Multimodal Approach

Creating a Network of Express Lanes in Metropolitan Areas

with active traffic management and dynamic shoulder travel lanes
(i.e., hard shoulder running) to create “flexible, efficient, express”
or FEE lanes that could be implemented in a short period of time

Performance-Based Planning: A Practitioner’s View of
Transportation Planning in the 21st Century

by the construction of new roadway and transit facilities. The
discipline has evolved to include a signifi cant focus on the performance
of multimodal transportation systems in terms of moving
