Application of the ITE Change and Clearance Interval Formulas in North Carolina
By Steven M. Click, Ph.D., P.E.

During 2005, the North Carolina Section of ITE convened a task force to investigate and recommend a practice for determining yellow change and red clearance intervals. This feature briefly summarizes key deliberations and decisions of that task force. The methodology as implemented by the North Carolina Department of Transportation also is presented.

Environmental, Driver and Vehicle Risk Analysis for Freeway Work Zone Crashes
By Rami C. Harb, Essam Radwan, Ph.D., P.E., Xuedong Yan, Ph.D., Mohamed Abdel-Aty, Ph.D., P.E. and Anurag Pande, Ph.D.

Data from the Florida crash records database were examined to identify the role of drivers, vehicles and environmental characteristics on freeway work zone crashes. Roadway geometry, weather conditions, age, gender, lighting conditions, residence code and driving under the influence of alcohol and/or drugs were significant risk factors correlated with work zone crashes.

By Arun Chatterjee, Ph.D., P.E., Amiy Varma, Ph.D., P.E., AICP, PTOE, Adam Fischer, P.E. and Jerilyn Swenson, E.I.T.

Freight mobility must be addressed in a comprehensive manner by both the private and the public sectors at all levels—national, regional, statewide and in urban areas of all sizes.

Evacuation Station: The Use of Public Transportation in Emergency Management Planning
By Michael A. Schwartz and Todd A. Litman

This feature examines emergency transportation planning practices and the role that public transit can play. The analysis indicates that while public transportation often is used in emergency situations, there is rarely planning or coordination, leading to unnecessary confusion, inefficiency and risk.
