Rear-Facing School Speed Limit Beacons
By H. Gene Hawkins Jr., Ph.D., P.E.

Driver compliance with school speed zones may be lower when a STOP sign or traffic signal is located within the zone because drivers may forget the lowered speed limit when they accelerate from a stop at an intersection. New Chapter 26 for the Highway Capacity Manual: “Interchange Ramp Terminals”
By Joel K. Marcuson, P.E., Lily Elefteriadou, Ph.D. and Richard Dowling

In the past, no accepted methodology was available for reviewing agencies to know if the interchange operations analyses presented to them were reliable or not. With the newly approved Highway Capacity Manual (HCM) Chapter 26, “Interchange Ramp Terminals,” that is about to change. A procedure has been developed to analyze these interchanges and will be printed in the next update of HCM.
