BACKGROUND:

Public agencies have found that performance-based plans and performance measures lead to successful programs that can show clear accomplishments to decision-makers and the public. This takes on additional importance as the MAP-21 transportation legislation increases the U.S. federal emphasis on performance measures. Stephanie McCabe, General Supervisor, City of Edmonton, Edmonton, AB, Canada

Stephanie McCabe is a General Supervisor in Transportation Planning Branch with 9 years experience at the City of Edmonton where she leads the team who is implementing The Way We Move, the City’s Transportation Master Plan. Stephanie has experience in transportation modeling, strategic planning and operating and capital budget processes. She completed her undergraduate at the University of Alberta in Civil Engineering and her Masters of Applied Science in Civil Engineering at the University of Toronto.

Jim Sturdevant, Director of Traffic Management, Indiana Department of Transportation, Indianapolis, IN, USA

Mr. Sturdevant has worked in Traffic Operations for 15 years in various positions with the Indiana Department of Transportation and with the Federal Highway Administration’s National Resource Center. He is currently responsible for INDOT’s Traffic Management and ITS operations. He is an active member and participates in ongoing research with the Transportation Research Board Signal Systems Committee. He received his B.S. in Civil Engineering from the University of Colorado and is a licensed Professional Engineer in the State of Indiana.

Matthew T. Carmody, Senior Project Manager, VHB, Inc., New York, NY, USA

Matt Carmody, P.E. is a Senior Project Manager in VHB’s New York City office with 14 years of experience in the management and performance of traffic engineering and transportation planning services. He has a Bachelors of Science degree in Civil Engineering from Clemson University. He has worked on numerous transportation studies throughout New York, New Jersey and Connecticut, and his widespread experience includes traffic, parking, transit, bicycle, and pedestrian studies. Matt specializes in traffic safety, and he has conducted crash analysis and mitigation studies, participated in the development of road safety audit guidelines, developed highway safety performance measures, and managed Safe Routes to School engineering studies.
