Kevin Lee is an Associate Engineer at Kittelson &
Associates from the Baltimore, Maryland office. He has led a variety of advanced
traffic management systems projects across the nation including traffic signal
system designs, multimodal signal operations, and transit signal priority. Kevin
is currently the project manager for the WMATA TIGER Transit Signal Priority
Design project where he is leading a team to design and implement a priority
system at over 100 signalized intersections within the metropolitan Washington
DC area. In addition, Kevin was a major contributor to the FHWA Traffic Signal
Timing Manual and is a lead researcher in the update to the Timing Manual under
NCHRP 3-103. Kevin is a member of the TRB Traffic Signal Systems and Regional
Transportation Systems Management and Operations committees.
Chris Pangilinan is a transportation engineer with the San
Francisco Municipal Transportation Agency (SFMTA). His work at the SFMTA focuses
primarily on developing and implementing roadway improvements that reduce
transit delays and increase service reliability. Outside of the office, Chris
sits on the board of directors for the local chapter of the Young Professionals
in Transportation (YPT). Chris earned his Bachelor of Science degree in Civil
Engineering from Portland State University and his Masters of Science degree in
Transportation at the Massachusetts Institute of Technology.
Peter Koonce, P.E., is manager for the City of Portland
Bureau of Transportation's Signals, Street lighting, & ITS Division. He has
served as an adjunct professor at Portland State University teaching graduate
level courses in transportation engineering. He is currently past president of
the Oregon Chapter of the Institute of Transportation Engineers and was recently
appointed Chair of the Transportation Research Board’s Committee on Traffic
Signal Systems
