TITLE: 2009 MUTCD: PEDESTRIANS AND BICYCLISTS

BACKGROUND:

The briefing will focus on the significant revisions that have been made to the standards, guidance, and options that are included in the 2009 MUTCD regarding traffic control devices, including signs, pavement markings, and traffic control signals with a special emphasis on those changes that directly affect pedestrians and bicyclists.

LEARNING OBJECTIVE:

At the conclusion of the course, participants should be able to:

Richard C. Moeur, P.E., L.C.I., Traffic Engineer, Phoenix, AZ, USA  and, John N. LaPlante, P.E., PTOE, FITE, T.Y. Lin International, Chicago, IL, USA

Richard C. Moeur is the Traffic Design Manager for the Northern Region of the Arizona Department of Transportation, responsible for design & operations on thousands of miles of state highways. Richard has over 20 years experience in traffic engineering, including design, construction, operations, and management. He is a registered professional engineer in the state of Arizona. Richard serves as a voting member of the National Committee on Uniform Traffic Control Devices (NCUTCD), and is the chair of the Bicycle Technical Committee of NCUTCD. Richard is a member of the Subcommittee on Traffic Engineering of the American Association of State Highway and Transportation Officials (AASHTO)He authored a chapter of the 2001 ITE Traffic Control Devices Handbook, and is on the executive board of the ITE Pedestrian and Bicycle Council, and has been certified as a League of American Bicyclists cycling education instructor since 1993.


John N. LaPlante
is the Director of Traffic for T.Y. Lin International working out of their Chicago office. Prior to joining the firm in 1992, Mr. LaPlante had been with the City of Chicago for 30 years in various transportation engineering positions, including Chief City Traffic Engineer and Acting Commissioner of the new Department of Transportation. He is involved in several national committees (AASHTO Green Book Technical Committee, NCUTCD Bicycle Technical Committee, and the TRB Pedestrian and Bicycle Committees) and was principal author of the AASHTO Pedestrian Guide. He has taught many courses as part of the FHWA Pedestrian Safety Action Plan and the APBP/US Access Board Designing for Pedestrian Accessibility training.
