Fellowships for Graduate Study in Transportation

Burton W. Marsh

Burt Marsh was an innovative, courageous leader, an enterprising champion of high-quality traffic engineering, and an uncompromising advocate of accurate and sensible methods of traffic education and research. His vision enabled him to see, and in large part effectively answer, the challenge of bringing order and safety to street and highway traffic.

Marsh joined the profession in its infancy, in 1921. In 1924, he became the first full-time city traffic engineer in the United States. In 1933, he was named director of traffic engineering and safety for the American Automobile Association, where he worked until his retirement in 1964. That retirement was short-lived: in 1967 until 1970, he served as executive director of ITE.

 

Marsh was one of the 18 founding members of the Institute, and he served as its second president. In 1955, he was accorded the status of Honorary Member. Five years later, he received ITE’s Theodore M. Matson Award. A decade later, the Institute established the Burton W. Marsh Award for Distinguished Service and named him the first recipient. In 1988, on the occasion of his 90th birthday, ITE honored him as "Mr. ITE," the man who was "instrumental in the formation and development of the art and science of transportation engineering, from its infancy to its emergence as a true profession."

Marsh died in February 1988. In 1989, in recognition of his life-long commitment to the profession, ITE established the Burton W. Marsh Fellowship for Graduate Study in Traffic and Transportation Engineering.

Transportation plays a vital role in the economies of all countries. Yet transportation professionals are currently in short supply. As part of its program to attract bright and articulate individuals to the transportation engineering profession, the Institute of Transportation Engineers (ITE) has established several fellowship and scholarship awards for graduate study in transportation. These fellowships will provide financial aid for qualified students to pursue graduate degrees in transportation in a variety of study programs.  

 

Burton W. Marsh Fellowship

In recognition of Burton W. Marsh, ITE has established the Burton W. Marsh Fellowship for Graduate study in Traffic and Transportation Engineering. One or more of these fellowships, in the amount of $4,000 each, will be awarded annually.

Harold F. Hammond Scholarship

In recognition of Harold F. Hammond, ITE has established the Harold F. Hammond Scholarship made possible by a generous contribution from Eugene A. Barton. The $3,000 scholarship will be awarded annually based on need to a student wishing to pursue graduate study in transportation engineering.

Western District Fellowship

The Western District Fellowship consists of a $1,000 annual award given to the highest-ranked candidate who is a resident of the Western District (comprised of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming and all U.S. territories except Puerto Rico). In addition, the candidates must be planning to pursue graduate study at one of the universities within the district.

Texas District Fellowships

Up to two fellowships of $1,000 each may be awarded annually to the two highest ranked candidates from Texas. In addition, the course of study must be pursued at one of the  universities within the district.

ITE Transit Council Scholarship

The ITE Transit Council has established a $1,000 scholarship to be awarded to the highest-ranking student pursuing a graduate degree in a study program emphasizing public transportation planning, administration, or engineering, to be described in the student’s proposed list of courses and essay.

Transoft Solutions, Inc. AOTC (Ahead of the Curve) Scholarship

Transoft Solutions of Canada recognizes the growing need for investment in future innovators studying within the transportation and/or traffic engineering field. The $2,000US award will be awarded annually to any student in the United States or Canada wishing to pursue studies in transportation and/or traffic engineering.

  1. For the Marsh, Western, Texas Fellowships and the Hammond Scholarship, candidates must be planning to pursue a Master's degree in transportation engineering, with principal course work in traffic engineering, geometric design, and/or transportation planning. Doctoral students are not eligible to apply for the above named fellowships and scholarships.
  2. For the ITE Transit Council Scholarship, candidates must be planning to pursue an graduate degree (Master's only) in a study program emphasizing public transportation planning, administration, or engineering.
  3. For the Transoft Solutions Scholarship, any transportation engineering student within the United States and Canada may apply. This scholarship is only open to undergraduate, graduate and doctoral students.
  4. Candidates for the Marsh, Western, Texas Fellowships and the Hammond, ITE Transit Council Scholarships must have earned, or will have earned by December 2008 a bachelor's degree, and candidates must be qualified for unconditional admission to the graduate study program at the chosen host university. You must be eligible to begin graduate study in transportation on a full-time basis by January 2009 and not enrolled in such a program as of January 2, 2008.
  5. If a candidate has previously received one of these fellowships or scholarships, they are not eligible to reapply.
  6. Candidates will be considered for any of the above fellowships/scholarships whose requirements they meet.
  7. One application serves for all of the above fellowships and scholarships. Check the boxes on the application of any fellowship/scholarship whose requirements you meet.

  1. Candidates for the Marsh, Western, Texas Fellowships and the Hammond, Transit Council Scholarships will be evaluated on the basis of their past academic performance, their proposed program of study, an essay discussing their reasons for pursuing a graduate degree in transportation and outlining their career objectives, as well as recommendations from three references. In addition, the recipient must enter full-time graduate study in transportation within 12 months of the closing date of the application.
  2. Candidates for the Transoft Solution Scholarship only will be evaluated on the basis of their current academic performance, their proposed program of study, an essay outlining their career objectives, as well as recommendations from three references.
  3. Candidates for the Harold F. Hammond Award will also be evaluated on the basis of need.

How to Apply

To apply for the above fellowships/scholarships, complete the application and reference forms and return to ITE Headquarters by 5:00 pm on April 1, 2008.

Terms and Conditions

  1. The fellowship awards are each for one academic year and are not renewable.
  2. Recipients are not eligible to reapply for the fellowships.

The following is a checklist of additional information that must be submitted as part of the candidate's application. Failure to provide this information to ITE by 5:00 pm on April 1, 2008 will result in the application not being considered by the selection panel.

Please send the application and the following items to ITE:

  • An essay written by the candidate explaining why they are interested in pursuing a graduate degree in transportation and outlining their career objectives. Undergraduate students applying for the Transoft Solutions Scholarship should explain their future objectives in transportation. This essay should be no longer than two single-spaced, typewritten pages.
  • A copy of the candidate's resume, indicating experience, participation in professional activities, award and so forth
  • For each university/college listed a proposed list of courses taken in working toward the degree.

Please send the following items, under separate cover to ITE:

  • A completed reference form from each of the references named in item 4 on the application.
  • an official transcript from each college or university that the candidate has attended prior or is currently attending.
  • If a candidate applies for the Harold F. Hammond Scholarship, a Free Application for Federal Student Aid, which can be ordered by calling 1-900-433-3243.

Complete and mail your application packet so that it arrives at ITE no later than 5:00 pm on April 1, 2008. All other materials (references and transcripts) must also be received at ITE by that date.

It is the applicant's responsibility to provide full and complete information by the due date. Only complete files will be judged. No time extensions granted!
