The Pedestrian and Bicycle Council represents and promotes the needs of pedestrians, bicyclists and other forms of non-motorized (human-powered) travel in the planning, design, construction, operation and maintenance of transportation infrastructure. The Council seeks to promote the development of comprehensive transportation infrastructure that is inclusive of all modes of travel; serve as a crosscutting resource between other organizations and agencies on pedestrian and bicycle matters; and educate ITE membership, agencies, organizations and policy-makers on the needs of the pedestrian and bicycle communities. 

Recent Council projects include ITE award-winning Informational Reports “Alternative Treatments for At-Grade Pedestrian Crossings” and “Innovative Bicycle Treatments.” In addition, the Council worked with the Traffic Engineering, Transit and Transportation Planning Councils in developing an informational report on site design review guidelines for promoting alternative transportation modes. A number of additional projects related to both bicycle and pedestrian issues currently are under way, including establishing criteria for marked crosswalks at uncontrolled locations, pedestrians at roundabouts, Segway investigations, and the National Bicycle and Pedestrian Documentation Program.

Goals:

Goals represent the end toward which effort is directed, and are general statements.

1. Involve ITE membership in the activities of the Council.
2. Aid ITE membership in addressing the needs of pedestrians and bicyclists in their work.
3. Promote development of comprehensive transportation infrastructure, inclusive of all modes of travel.
4. Identify unmet needs of pedestrian/bicycle professionals.
5. Develop solutions to meet those needs and communicate outcomes.
6. Extend information beyond the borders of ITE to include the broadest possible range of practitioners.
7. Serve as a cross-cutting resource between other organizations and agencies on pedestrian and bicycle matters.
8. Encourage cooperation with other organizations and agencies to address the needs of the pedestrian and bicycle communities.
9. Educate ITE membership, agencies, organizations, and policy-makers on the needs of the pedestrian and bicycle communities. 
10. Conduct, sponsor, and review research regarding pedestrian and bicycle transportation.
