The Council mission is to promote dialogue and innovation in deployment of transportation solutions that maximize the use of existing infrastructure to benefit society. Our goal is to be a professional voice in marketing M&O/ITS so that it is viewed as equal in importance with project design and construction.

What will it take for Transportation Systems Management and Operations to be seen equal in importance with the design and the construction stages of transportation projects? It will take the active participation of more than 1,000 members of the M&O/ITS Council. Active participation of members is encouraged through this Council with ongoing dialogue of innovation in deployment of multimodal transportation solutions that maximize the use of existing roadway infrastructure to benefit society. Our goal is to be a professional voice in marketing multimodal transportation M&O/ITS so that it is viewed as equal in importance with project design and construction.

This Council spotlights best practices in M&O/ITS, and offers insight on marketing these M&O/ITS best practices for possible replication in member communities. The Council oversees the active participation of members in multiple projects and programs. Products and services are developed as necessary to advance the deployment of ITS and to improve operational efficiency of the multimodal roadway network. In addition, the Council manages activities associated with the development and marketing of information to assist those with responsibilities in the field of M&O/ITS. Transportation System Management and Operations is an emphasis area of the ITE International Board of Directors.

 

White Paper Now Available on “Delivering ITS Solutions through TIGER Discretionary Grants”

ITS America’s white paper, “Delivering ITS Solutions through TIGER Discretionary Grants,” is now available for your distribution and use. This paper provides information to assist public agencies and private sector/nonprofit partners in applying for ITS-related economic recovery projects under the U.S. Department of Transportation’s (U.S. DOT) “Transportation Investment Generating Economic Recovery” or “TIGER” Grant program. As part of the American Recovery and Reinvestment Act, $1.5 billion in discretionary funding was provided to the U.S. DOT to be awarded for capital investments in surface transportation projects. The U.S. DOT published final guidance for the TIGER Grant program in the Federal Register on June 17, including details about funding availability, project selection criteria, application requirements, and the September 15, 2009 application deadline.

The TIGER Grant program provides a significant opportunity for public agencies and their private sector and nonprofit partners to invest in innovative transportation technologies and operational improvements that will create near- and long-term jobs and economic growth while providing long-term benefits to our transportation system, economic competitiveness, environment, and quality of life. ITS America developed this white paper as a guide for you to create a strong case for investing in ITS solutions and is available to serve as a resource as you work to submit your TIGER Grant application.

Technical Programs Committee

Develop M&O/ITS Council-sponsored session for ITE Annual Meetings and Technical Conferences, ITS World Congress and other conferences as requested. Review abstracts and papers submitted for presentation.

Emergency Transportation Operations/Traffic Incident Management (ETO/TIM) Committee

Committee Chair: Eric Rensel, Gannett Fleming, Harrisburg, PA, USA

Mitigating non-recurring congestion continues to be a critical aspect of effective transportation operations and the ETO/TIM Committee provides an opportunity for transportation professionals to interact with people from different disciplines, to fulfill their professional development experience with true opportunities to participate in innovation, and to reinforce the critical foundational layer of transportation operations that ETO/TIM provides. Members of the ETO/TIM Committee participate in peer reviews, collaboration with other Councils and Committees, innovative projects and networking opportunities. Examples of topics can include: the improvement of inter-agency communication, the refinement of standard operating procedures, development of performance measure details for ETO/TIM, identification of innovative collaboration opportunities, and projects that further remove barriers between public safety officials and transportation professionals.

Standards Committee

Committee Chair: Robert Rausch, TransCore, Duluth, GA, USA

The committee oversees the development of ITS standards for which ITE is responsible, including the traffic management data dictionary, the transit communications ITS profiles, the advanced transportation controller, message sets for external traffic management center (TMC) communications and national Transportation communications for ITS protocol. Input from ITE members determine the needs for ITS standards and protocols.

Intelligent Traffic Signal Operations Committee

Committee Chair: Pei-Sung Lin, CUTR, University of South Florida, Tampa, FL, USA

Inspired by the findings of the National Traffic Signal Report Card, this committee intends to save practitioners time and effort in exploring and researching strategies to resolve problems related to traffic signal systems within the United States and worldwide. The goal of the committee is to provide suggestion and opinions directly to transportation professionals and practitioners who are ITE members through an online system. The committee is comprised of experts on different aspects of traffic signal operations. The ITSO committee Web site is used as a medium to communicate with public and private agencies. Practitioners who are ITE members can submit their questions to the committee through the website.
