Throughout his 39 years of transportation experience, Troy has developed a commitment to mentoring all generations, developing sustainable engineering practices, and implementing policies to ensure the safety of the traveling public. Troy's leadership is a true reflection of the leaders who have influenced his life, the committee members he has worked alongside, and the teams he has led.
As Practice Leader for Transportation Planning & Traffic Engineering for five years at Stantec, Troy acts as a leader, mentor, instructor, and liaison to approximately 150 transportation professionals. In addition to his technical responsibilities, he leads business development, internal training, and educational presentations to staff across North America and is current with global issues and policies within the transportation industry.
As former North Carolina State Traffic Engineer for the Department of Transportation, Troy was responsible for an engineering oriented, complex, diverse, and multi-functional Branch comprised of the following units: Traffic Management and Signal Systems, Traffic Congestion and Engineering Operations, Traffic Field Operations, Investigations and Support, and Traffic Safety Systems Management. This Branch consists of Civil and Electrical Engineers, Civil and Electronic Technicians, IT, and Administrative Support staff totaling approximately 250 employees.
During Troy's 34 year career at NCDOT, he was responsible for developing statewide policies as well as the planning, design, and implementation of the entire range of traffic engineering operations, traffic ordinances, ITS, congestion management strategies, highway safety programs, and street and driveway access for the 77,000 mile state highway system.
With a keen understanding of today's complex transportation issues and a passion for sustainable transportation, Troy is primed to lead ITE into the future.
As International Vice President, Troy's mission will be to focus on three key initiatives.
Foster multi-generational relationships. Enhance programs involving multi-generational groups to optimize past experience with new delivery methods and technologies.
Improve collaboration amongst industry associations. Utilizing the strengths and resources of many, integrate various associations to foster cutting-edge techniques and sustainable solutions. For instance, conducting joint meetings with AASHTO, and Metropolitan Planning Organizations to share best practices between professional associations.
Implement Sustainability guidelines in the Transportation industry. Identify sustainable practices and a value based criteria for professional certification. ITE as an organization should not only promote sustainable practices in Transportation but rather set the standards for design, implementation, and recognition of these proven techniques.
While participating in top industry associations and agencies such as Institute of Transportation Engineers (ITE), American Association of State Highway and Transportation Officials, (AASHTO), Transportation Research Board (TRB), Federal Highway Administration (FHWA), and State Departments of Transportation (DOT), Troy has exceeded basic membership, serving on or leading a number of councils, committees, and task force.
