Building Smarter Communities through Better Transportation (Pathway: Smart Communities, Connected and Automated Vehicles)

Participate in this informative and engaging workshop that will bring public and private sector stakeholders together in three ways:

Connected Vehicle (CV) Deployment Progress - The focus of this opening session will be on deployment of connected vehicles, including progress / results from United States Department of Transportation pilot projects in Tampa, New York City and Wyoming; ongoing and planned deployment activity in response to the Signal Phase and Timing (SPaT) challenge; and available policy and technical guidance for those interested in deploying CV services.

Connecting Problems Facing Public Sector Agencies with Potential Private Sector Solutions - This session will match public sector attendees with selected private sector solution providers in a series of roundtable discussions. Public sector attendees will rotate between tables to discuss the specific transportation and technology issues they are facing with private sector solution providers. Lunch will be provided.

Autonomous Vehicles are Coming – How Do Public Agencies Prepare? This closing session will be focused on how the deployment of autonomous vehicles will challenge public sector agencies and what actions they should be considering as the technology matures and moves beyond testing into deployment. Discussion will center on a series of key issue areas such as planning for deployment, mixed operation of AVs and non-AVs, AV deployment in fleets, etc.

A summary of the day’s activities will be developed and published as a technical product that will be provided to workshop participants after the event.

This workshop is tailored to you – a transportation professional who works with technical content, engineering projects and transportation plans. Learn tips and techniques to enhance your speaking and presentation materials whether speaking to the public, a prospective client or political leadership.

This is an interactive workshop. Bring your own presentation and work on it throughout the session or participate more generally. You will be coached through the steps to convert technical material into information that is quickly and clearly understandable to non-technical audiences. You can send in complicated PPT slides in advance and learn ways to transform them for ease of understanding. Discover how to use neuroscience to enhance audience connection and relevance.

Speed Management Resources and Experiences
1:00 – 4:00pm

There were 37,461 traffic fatalities in 2016. Among these fatalities, 10,111 (28 percent) involved at least one driver speeding, that is exceeding the posted speed limit or going too fast for the roadway conditions. Speeding crashes are prevalent in rural and urban settings. In recent years, speed management has also received increased interest to address pedestrian and bicyclist fatalities in cities that have embraced a Vision Zero approach to safety. Speed management is a cross-cutting safety issue and FHWA has been collaborating with safety partners tackling this national issue. FHWA has recently produced, in partnership with ITE, three informational guides for the applications of speed management countermeasures:

Traffic Calming ePrimer — a free, publicly available online resource representing many decades of traffic calming experience in the United States and vetted by key community stakeholders, including transportation, safety, and emergency management officials.
Speed Management for Rural Transition Zones and Town Centers – a valuable resource for practitioners in rural communities when developing speed management plans, selecting appropriate speeding countermeasures, and evaluating their effectiveness.
Self-Enforcing Roadways: A Guidance Report – a useful informational guide to transportation professionals, state departments of transportation, and researchers interested in identifying methods that may produce self-enforcing or self-explaining roadways during the geometric design process.

This workshop will include presentations covering the contents of and how to use these newly released guides, as well as how public agencies are implementing a focus on effective speed management in their communities. This session is suitable for traffic engineers, design engineers, and planners from both public and private sectors.

Interactive Highway Safety Design Model (IHDSM) Economic Analysis
1:00 – 4:00pm
In this workshop, attendees will learn to use the Interactive Highway Safety Design Model (IHSDM) software Crash Prediction Module (CPM) to predict number of crashes for improvement project alternatives. Attendees will then learn to conduct economic analyses using the CPM results to show benefit/cost ratios for the analyzed alternatives.

The workshop is comprised of two parts. The first part is a quick presentation to introduce the IHSDM software and crash prediction models to the participants. The second part is a hands-on session that allows the participants to follow the demonstration of the software made by the instructor. Participants should bring their laptops—there will be a flash drive available to the participants to allow them to run the software on their laptop for a full hands-on experience.

Streamlining Multimodal Infrastructure Delivery
1:00 – 4:00 p.m.
To respond to growing demand for safe and comfortable places to walk and bike, agencies are focusing attention on developing transportation networks that serve all road users. Despite this shift toward the delivery of multimodal infrastructure, these same agencies are encountering numerous obstacles and barriers that delay or prevent these plans from being implemented. Through delays in project delivery are common for all types of infrastructure projects, multimodal infrastructure can introduce new challenges.

This summer, FHWA will be releasing a workbook to help agencies identify strategies to streamline and accelerate the delivery of multimodal infrastructure. The workbook presents 15 strategies that agencies can use to streamline infrastructure delivery and turn plans into projects. The strategies cover numerous phases of the project development process, from initial scoping and project prioritization to design and environmental review. The workbook will feature examples from agencies that have successfully incorporated these strategies into project development and resources that can help practitioners evaluate their current practices. This workshop will feature presentations from the team that developed the material and provide an opportunity for participants to share their own experiences with multimodal infrastructure delivery.

Panelists will include members of the project team representing Cadmus, Kittelson & Associates, and the UNC Highways Safety Research Center.
